Dear District 2 residents,
With the Mayor's Fiscal Year 2025 Budget signed into law, I wanted to highlight the City's Community Projects, Programs, and Services (CPPS) and Arts, Culture, and Community Festivals (ACCF) City Council funding programs, which were renewed for the upcoming fiscal year. The CPPS and ACCF programs allow each City Council Office to award grant funding to nonprofit organizations and public agencies for community, social, environmental, cultural, and recreational needs that serve a lawful public purpose.
The CPPS and ACCF programs have provided funding to organizations for many events, programs, and materials. In the last fiscal year, recipients of District 2 CPPS and ACCF funding included Alpha Project's Rosecrans Emergency Shelter, the Ocean Beach Seed Library, I Love A Clean San Diego's Coastal Cleanup Day, and MANA de San Diego's Steam Pi Day event.
One of my staff's favorite events funded by CPPS was a pet adoption event with the San Diego Humane Society, where our office provided funding to cover the cost of all pet adoptions for a day. This event connected several residents with their new furry friends and ensured that they had access to all the resources they needed to become pet owners.

Midway Rising Quarterly Update
- On June 24th, the City Council heard an update on the Midway Rising development and its progress. Currently, the City and County of San Diego are exploring the creation of an Enhanced Infrastructure Financing District, or EIFD, as a possibility that would help fund key infrastructure improvements in the Midway area.

Appointment of Paul Parker as the Executive Director of the Commission on Police Practices
- On June 25th, the City Council unanimously voted to appoint Paul Parker as the Executive Director of the Commission on Police Practices. In a nationwide search led by the Commission's interim Executive Director Danell Scarborough, Paul was selected out of over thirty applicants to lead the Commission due to his experience with law enforcement and oversight, and his commitment to transparency. Congratulations to Paul on his appointment!

Sidewalk Vending Permit Fee
- On June 27th, the Community & Neighborhood Services Committee voted to maintain the annual cost of the Sidewalk Vendor permit fee of $38. The Sidewalk Vending Ordinance requires that all individuals who participate in sidewalk vending to possess a City issued permit and photo ID. In an effort to reduce the barrier to entry for people wishing to participate in sidewalk vending, the fee was set at $38, with an annual review by the City Council to determine if that amount is still appropriate.

Child and Youth Plan
- On June 27th, the Community & Neighborhood Services Committee heard a presentation from the Office of Child & Youth Success on the two-year Child and Youth Plan that aims to create a supportive community for San Diego's youngest residents. The plan focuses on improvements in areas such as childcare options, educational and career pathways, youth empowerment, and engaging activities for youth. The City Council will consider adopting the first-ever Child and Youth Plan in July.

Cathy Hopper Friendship Center Grand Reopening
- Congratulations to the Cathy Hopper Friendship Center in Clairemont on officially reopening your doors to San Diego's senior community! The Friendship Center provides activities and programming for residents 60+ and has long been a staple in our community. Thanks to AgeWell Services and the Parks & Recreation Department, these programs are all free or low-cost!

LGBTQ+ Luminaries Lunch
- Thank you to the San Diego LGBT Community Center for your work in hosting the inaugural LGBTQ+ Luminaries Lunch! This event celebrated members of San Diego's LGBTQ+ community who light the way toward a safer, more connected, and more joyful community.

LGBTQ+ Pride Month Proclamation
- On June 25th, the City Council recognized June as LGBTQ+ Pride Month. Though we hold San Diego's Pride celebrations in July, it is important to recognize National Pride Month to commemorate our LGBTQ+ community's history, courage, and hard work fighting for equality and justice. The City of San Diego celebrates and honors the courage and contributions of the LGBTQ+ community to our City.

Juneteenth Celebration
- On June 19th, the City of San Diego celebrated its second Juneteenth as an official City holiday. Mayor Gloria directed the Juneteenth flag to be flown outside of City Hall in recognition of the holiday. Juneteenth commemorates the 250,000 enslaved African Americans who were freed on June 19th in Texas in 1865, two years after the Emancipation Proclamation was signed.
