Dear District 2 residents,
The City of San Diego is seeking community input from residents who receive trash and recycling collection services from the Environmental Services Department (ESD). Starting this month, a series of open house meetings are taking place to evaluate the level and types of service provided by ESD and how that would impact the cost of waste collection for residential properties.
In 2022, Measure B amended the "People's Ordinance" to allow the City to charge a cost-recovery fee for trash and recycling collection services the City provides to residential properties. Such a fee would apply to approximately 285,000 residential properties currently serviced by the City. This includes single-family homes and residential complexes of four or fewer units that meet City requirements for City-provided trash and recycling collection.
Currently, these properties do not directly pay for trash and recycling collection, while residents in apartment complexes and those with homeowners associations, for example, do pay private waste collection companies for these services. Charging a fee for waste collection could not only enhance services but also create a fair system in which all San Diegans pay for waste collection services. It's important to note that under existing law, the City cannot generate a profit, but only recover up to the costs of providing the services as determined by an extensive Cost-of-Service Study.

Approval of the University Community Plan Update and Hillcrest Focused Plan Amendment to the Uptown Community Plan
- On July 30th, the City Council voted to approve changes to the Uptown Community Plan that will help guide future decisions about changes to the community. Community Plans outline priorities for building housing and transit, improving infrastructure, preserving historic elements, and creating new parks and open spaces. The University Community Plan Update seeks to integrate the new MTS Blue Line Trolley Extension, and the Hillcrest Focused Plan Amendment looks at ways to celebrate and honor the neighborhood's LGBTQ+ history and culture.

Recognition of Diane Powers with an Honorary Street Name at the Intersection of San Diego Avenue and Twiggs Street
- On July 30th, I brought forward an honorary street renaming in honor of Diane Powers, an Old Town Community Leader. She is considered by many to be the "Mother of Modern Old Town" and has contributed largely to creating Old Town as we know it today. Diane owns many of the most iconic restaurants and shops in Old Town, and she created one of the earliest and largest Cinco de Mayo festivals in the region. Diane has truly been a leader, a role model, and an inspiration to many San Diegans, and I want to extend my gratitude to Diane for all the great work she has done for her community.

Transgender History Month
- On July 30th, the City Council recognized August as Transgender History Month, where we celebrate the rich history of the brave transgender people that paved the way for greater recognition and affirmation of the reality of the transgender experience. With the rise in anti-trans hate and bigotry, I want our trans community to know that I see you, I respect you, and I love you, and more importantly our City honors and celebrates all the wonderful contributions you bring to San Diego.

Kim Desmond Day
- On July 30th, the City Council proclaimed August 6th to be "Kim Desmond Day" in the City of San Diego. Over the past three years, Kim has been an incredible asset to our City with her dedication to making San Diego a more equal and inclusive place for all. Kim was the first Chief of Race and Equity and led the newly established Department, whose mission is to end systemic racism and historic inequity in San Diego. I want to thank Kim for her years of service to our residents, and for making this City more diverse and welcoming of people with all different backgrounds.

Chief Colin Stowell Day
- On July 30th, the City Council recognized outgoing Fire-Rescue Chief Colin Stowell by proclaiming the date "Chief Colin Stowell Day" in the City of San Diego. Chief Stowell is retiring from the City after a remarkable 36-year career in the San Diego Fire-Rescue Department. Chief Stowell ensured that the City had the best public safety for all people, and he was a creative and tireless leader. Thank you to Chief Stowell for all your years of service to this city, and I wish you a happy and fun retirement!

Sunset Cliffs Blvd. Erosion Work Completed
- Late last month, the Transportation Department identified a section of Sunset Cliffs Blvd. near Guizot St. that was experiencing erosion that presented a risk to pedestrians and road users. They identified several infrastructure modifications to improve safety and bluff stability, including installing new guardrails and a wooden reinforcement fence, increased signage warning about bluff safety, and relocating the guardrail further inland away from the edge of the bluffs. The work was completed in just one day earlier this week - thank you to our Transportation Department staff for addressing this concern so quickly!

Clairemont Mesa East Trash Pickup Event
- On August 3rd, staff from the Environmental Services Department completed a trash pickup event for residents of Clairemont Mesa. They collected 9.75 tons of recyclable waste and 29.91 tons of non-recyclable waste for a total of 36.99 tons. Thank you to our Environmental Services team for their hard work to serve the residents of District 2!

Clairemont Drive Traffic Control for Pure Water SD
- Beginning on August 4th, crews began installing the next phase of traffic control on Clairemont Drive, between Fox Avenue and Chippewa Court. This phase of work is estimated to last approximately 5 weeks, but this schedule is subject to change. Working hours will be between 7:00am and 4:30pm, from Monday to Friday. Welding and other work to finalize pipeline installation will occur between 4:30pm and 11:30pm. Please follow all posted signage for your safety.

Liberty Station Military Heroes Festival
- Liberty Station is hosting their 6th annual Military Heroes Festival on August 17th in Ingram Plaza from 10am to 1pm in partnership with Rock Church. This is a free event for active military families, gold-star families, active-duty reservists, and veterans in need. There will be free clothing, groceries, backpacks, haircuts, entertainment, and prizes for the guests. With a Superhero theme in mind, some of the entertainment will include live music, a visit from the 501st Legion (Star Wars Stormtroopers), and a Batmobile appearance.
