Dear District 2 residents,

 

For the first time in the City's history, investments in Capital Improvement Projects exceeded $1 billion in FY24, as reported in the City's FY24 Year-End State of the Capital Improvements Program and State of Construction Report.

 

CIP projects are individual construction projects that aim to improve upon the City's existing infrastructure, enhancing the overall quality of life in the wake of the projects. They are funded through the annual City budget and typically focus on some of the main items that residents want to see addressed - adding parks, repairing roads, upgrading sewer and water systems, and more.

 

There are 1,388 active CIP projects across the City, totaling a historic $1.04 billion in CIP investments in Fiscal Year 2024. In FY24, 21 CIP projects in District 2 were issued a "Notice to Proceed" and begin construction, the highest of any Council District. This number also does not include projects that spanned multiple Council Districts, such as the ongoing work on the Pure Water SD project.

 

In addition to reaching a historic level of investment, 14 CIP projects received awards at the local, state, or national levels, including several in District 2. These include the West Mission Bay Drive Bridge Project, which received the American Council of Engineering Companies (ACEC) National Recognition Award, and the Tecolote Shores North Playground Project, which received a San Diego Architectural Foundation Orchid Award for landscape architecture.

District 2 is home to many wonderful businesses, both large and small, which help to bolster the local economy and provide jobs and opportunities to the residents in the area. Each newsletter, I will highlight some of our businesses as a way to acknowledge the local business community and their positive impact on our District and on our City.

Samesun Hostel | 4961 Newport Ave.

This Ocean Beach hostel first opened in 1995, but has been under the management of Samesun since 2019. Manager Brandon Lynch says Samesun modified the outside of the building to better match the OB culture, which was a main motivator for Samesun to come to the OB community in the first place. Samesun Hostel has a full kitchen for guests to use, a popular outdoor area for remote work, and individual guest rooms.

Juice Wave | 3733 Mission Blvd.

Arleigh Rose began her juice business as a food truck in 2014, and opened her Juice Wave storefront in Mission Beach in 2015. Her favorite part of the Mission Beach community is the customers - from the tourists who return each summer, to the regulars who bring their dogs in for peanut butter spoons. Arleigh was inspired to start her business by her desire to share natural, high-quality products with her community.

 

Municipal Code Amendments Regarding Pedicabs

On October 14, the City Council unanimously approved changes to the Municipal Code that will create more rules around pedicabs in the city. The changes, brought forward by Councilmember Whitburn, require pedicab drivers to display their fares and licenses, and reduce the volume of amplified music to prevent disturbances to residents in areas where pedicabs are more common, such as the Gaslamp Quarter.

 

Supportive Services and Temporary Housing Financial Assistance Program

On October 14, the City Council voted to approve an agreement with the National Alliance on Mental Illness (NAMI) to provide $4.4 million in state Encampment Resolution Fund grant awards for people transitioning out of homelessness in San Diego's riverbed areas. These state funds provide ongoing financial assistance to ensure that formerly homeless individuals can find stable housing and services to end their homelessness, and this program will help over 130 people transition away from living in encampments along the San Diego River and into permanent supportive housing.

 

Informational Update on San Diego Countywide Gun Relinquishment Task Force

On October 15, the City Council heard an update on the San Diego Countywide Gun Relinquishment Task Force, which is comprised of a partnership between the City Attorney's Office, the San Diego Superior Court, the San Diego Police Department, and other San Diego County law enforcement agencies to create a countywide system of increasing public safety by ensuring compliance with firearm-prohibiting court orders, investigating failure-to-relinquish cases, conducting threat assessments, and performing operations to ensure compliance with court orders.

 

City of San Diego Employee Appreciation Month

On October 8, the City Council proclaimed the month of October to be City of San Diego Employee Appreciation Month" as a way to recognize the over 13,000 employees serving residents of San Diego across all the City's departments and programs. I am grateful to all the hardworking employees of our City for their dedication to San Diegans and the betterment of our city.

 

Día de los Muertos at Fiesta de Reyes

Fiesta de Reyes in Old Town San Diego invites you to visit their family-friendly Día de los Muertos celebration from now through November 3! This year, there are more than 60 unique altars and displays at Fiesta de Reyes, as well as live entertainment and special Día de los Muertos menu options at several restaurants. Public Safety Dispatcher Career Fair on October 24

The San Diego Fire-Rescue Department and Police Dispatch Division are hiring for entry-level dispatcher roles, and will be hosting a career fair event on October 24 to share more information about the opportunities available in their departments! At this event, job seekers can try dispatch simulators, speak directly with hiring managers, and apply onside for a Police or Fire-Rescue Dispatcher job. The event will take place from 9am to 2pm on October 24 at 1650 El Prado, San Diego, CA 92101.

 

Ocean Beach Pier Public Meeting on October 26

The next public Ocean Beach Pier Renewal Project Community Workshop will take place on Saturday, October 26 from 12pm to 3pm at the Liberty Station Conference Center. During this event, City engineers will present the final design concept and share next steps for this project. Crime Stoppers Hate Crime Reward Fund

On October 7, the creation of a Hate Crime Reward Fund was announced to help SDPD and the District Attorney's Office investigate and prosecute hate crimes in the region. SDPD has also created a special Hate Crimes Unit which will focus specifically on investigating reports of hate crimes to standardize the investigation of these crimes. With hate crime reports on the rise in San Diego County, I am grateful to Crime Stoppers and Hate Crime Fund founder Nicole Murray-Ramirez for their collaboration with our law enforcement professionals to respond to hate crimes more effectively.

Next Phase of Construction on Clairemont Drive for Pure Water SD

Beginning on October 7, crews started installing the next phase of traffic control on Clairemont Drive for Pure Water SD, between Erie Street and Galveston Street. During this phase of work, traffic will be restricted to right turn only from Galveston Street onto Clairemont Drive. This phase of work is estimated to last approximately three weeks, with work taking place between 7am and 4:30pm Monday through Friday. This schedule is subject to change. For your safety, please follow all posted signage.
