Dear District 2 residents,

 

Creating a balanced budget for the eighth largest city in the country is not an easy task. The City's budget process runs nearly year-round, starting in the fall when Councilmembers develop their budget priority memos based on the needs of their Districts. Throughout the winter, City Departments will also submit their budget proposals, and Councilmembers continue to update their budget priorities. Then in April, the Mayor will release his proposed budget and the Independent Budget Analyst will release his review of that budget. From then until mid-June, the City Council, IBA, and the Mayor will make final adjustments to the budget, hold public meetings to gather feedback, and ultimately vote to approve a final budget by June 15th.

 

The public plays an important role in developing the draft budget each year by providing the Mayor and their Council representative with their priorities and the things they think the City needs to direct its money toward. Public participation helps provide a clearer picture of the needs of each District and its residents. Every day, my staff and I are taking note of the concerns we hear from residents so that we can create a list of the District's most pressing needs.

 

The Independent Budget Analyst's office recently released "The Public's Guide to the Budget Process and the FY25 Adopted Budget" which explains all of this information in more detail, and includes an overview of the adopted FY25 budget that was implemented on July 1, 2024. District 2 is home to many wonderful businesses, both large and small, which help to bolster the local economy and provide jobs and opportunities to the residents in the area. Each newsletter, I will highlight some of our businesses as a way to acknowledge the local business community and their positive impact on our District and on our City.

Juice Wave | 3733 Mission Blvd.

Arleigh Rose began her juice business as a food truck in 2014, and opened her Juice Wave storefront in Mission Beach in 2015. Her favorite part of the Mission Beach community is the customers - from the tourists who return each summer, to the regulars who bring their dogs in for peanut butter spoons. Arleigh was inspired to start her business by her desire to share natural, high-quality products with her community.

Clairemont Surf Shop | 6393 Balboa Ave.

The Clairemont Surf Shop was first opened in 1976 by current owner Danny's father, and was inspired by his father's love for surfing and his experience working at a surf shop. One customer told us that the friendly service is what keeps him coming back to the Clairemont Surf Shop, which offers not only surf gear but also a selection of skateboards, cruiser boards, gear, and apparel.

 

FY26 City Council Budget Priorities

On October 28, the City Council voted to adopt the Independent Budget Analyst's report on the FY26 City Council Budget Priorities, and to send the report to the Mayor's Office for consideration as they prepare the FY26 Budget. The Mayor will now use these Budget Priorities to begin developing the first draft of the Fiscal Year 2026 Budget.

 

LGBTQ+ History Month

On October 29, the City Council proclaimed the month of October as "LGBTQ+ History Month" in San Diego. Throughout history, the LGBTQ+ community has faced discrimination, persecution, and adversity, yet has persevered with remarkable bravery and resilience and LGBTQ+ History Month serves as a time to acknowledge the achievements, struggles, and contributions of the LGBTQ+ individuals who have advocated tirelessly for equality, justice, and acceptance.

 

Breast Cancer Awareness Month

On October 29, the City Council proclaimed October to be "Breast Cancer Awareness Month" in the City of San Diego. Breast cancer is the second-most common form of cancer in the United States, and there are approximately 3 million survivors of breast cancer living today. Breast cancer affects women of all ages, races, and socioeconomic backgrounds, but specifically Black and Hispanic women are more likely to develop aggressive and advanced-stage forms of breast cancer at a younger age. Early detection can be crucial to improving a patient's chances of overcoming breast cancer, which is why raising awareness about breast cancer is so important.

 

North Clairemont Trash Pickup Event

On October 22, staff from the Environmental Services Department completed a trash pickup event for residents of North Clairemont. They collected 0.62 tons of recyclable waste and 3.31 tons of non-recyclable waste for a total of 3.93 tons. Thank you to our Environmental Services team for their hard work to serve the residents of District 2!

 

Friends of the Clairemont Libraries Book Crawl Sale

On Saturday, November 16 join the Friends of the Clairemont, North Clairemont, Balboa, and Serra Mesa/Kearny Mesa Libraries for a Book Crawl sale! Participants who make a purchase at each of the four branches will receive a stamp on their Book Crawl passport, and they can turn in their completed passport at the last branch they visit for a special prize! With so many wonderful libraries in District 2, this is a fun way to support your local public library.

 

Winter City Civics Internship Program

The City of San Diego is hiring for its upcoming Winter City Civics Internship Program, which is open to any high school, community college, adult education, or trade school student interested in working at the City. This is a paid internship opportunity through the Employ & Empower Program that will run from February 11 through March 20, 2025. Participants will be able to learn about what it's like to work at the City and build a work readiness portfolio that will help prepare them for future employment opportunities. Safe Parking Program Planned Expansion

The City's Safe Parking Program, which provides a safe place for people living in their cars to sleep without the fear of receiving tickets, is one of the most successful approaches to reducing homelessness in San Diego. There are currently four Safe Parking lots across the City with the capacity for 221 vehicles, including one in District 2, the Rose Canyon Safe Parking Lot. The Rose Canyon site has a nearly 70% success rate of connecting participants to more permanent housing. In order to expand this program which has proven to be successful, the City has issued a Request for Proposal (RFP) to continue the Safe Parking Program at the H Barracks site, which will have the capacity for up to 200 vehicles and will double our Safe Parking Program capacity.

 

Expanding Shelter Capacity and Adding Shelter Beds

On October 28, Mayor Gloria was joined by Council President Elo-Rivera, Councilmember Whitburn, and San Diego Housing Commission Senior VP of Homelessness and Housing Innovations Casey Snell at Veterans Village of San Diego (VVSD) to announce the creation of several new initiatives to expand shelter options and help program participants access more permanent housing. The new initiative will add a total of 363 shelter beds, and creates a homelessness diversion effort focused on freeing up additional beds by moving participants into new housing options. VVSD, located in District 2, will provide 165 beds for single adult males, seniors aged 55 and older, and veterans. I am grateful for the strong and constant partnership between VVSD and the City as we work together to end homelessness.

 

The City is also planning to expand its Safe Sleeping Program, which provides a low-barrier option for people sleeping on the street to access services and begin their path back to finding stable housing. An additional 180 tents have been added to the O Lot site, and 50 more tents are in the process of being added to the 20th & B location, which will bring the total Safe Sleeping program capacity up to over 750 tents. Thanks to an expansion of shelter options to serve a wider variety of populations, 1,677 people were placed into more stable housing in FY24, which is a 24% increase compared to FY23.

San Diego Tourism Authority 2025 Tourism Accelerator Application is Now Open

The San Diego Tourism Authority is now accepting applications for their award-winning Tourism Accelerator program, which assists San Diego businesses operated by women, veterans, people of color, people with disabilities, and members of the LGBTQ+ community. Next Phase of Construction on Clairemont Drive for Pure Water SD

Beginning on October 28, crews began installing traffic control within the intersection of Clairemont Drive and Feather Avenue. This phase of work is estimated to last approximately 3 weeks, but this schedule is subject to change. During the week of October 28 through October 31, work will take place between 8:00pm and 6:00am. On Monday, November 4, crews will return to working daytime hours between 7:00am and 4:30pm. Pipeline welding will take place between 4:30pm and 11:00pm. Please follow all posted signage for your safety.
