Dear District 2 residents,
Veterans Day is a time to honor those who have served in the United States Armed Forces, past and present. So many people have sacrificed so much to keep our country safe, and without their dedication we would not have the United States that we know today. San Diego has a large military community, with nearly a quarter of all Navy vessels calling our ports home. Additionally, the San Diego region hosts approximately a third of all active-duty Marines.
It is a privilege to represent so many servicemembers and their families here in District 2. Many of our country's Marine Corps recruits complete their training and graduate into service at the Marine Corps Recruitment Depot, located in Midway. We also have Naval Base Point Loma, which was created by combining six separate naval installations in 1998.
Although we now know it as a destination for shopping, dining, and fun activities, Liberty Station once served as the Naval Training Center and saw nearly three million recruits and future sailors come through to complete their training. Throughout Liberty Station, there are nods to its 70-year military history like NTC Park and the 52 Boats Memorial, which commemorates the American submariners who sacrificed their lives during WWII.

Extension of Parking Management Contract for Library Department
On November 12, the City Council approved an extension of the parking management contract with ACE Parking for garages at the Central Library and the Mission Hills/Hillcrest Branch Library. The parking garages averaged a net $722k in General Fund revenue over the last two fiscal years, and ACE Parking was selected through an RFP process as the vendor for a new five-year contract.
18th Annual APAMSA Hepatitis Conference Hepatitis B & C Awareness and Prevention Day
On November 12, the City Council unanimously proclaimed November 16 to be "18th Anual APAMSA Hepatitis Conference Hepatitis B & C Awareness and Prevention Day" in the City of San Diego. Hepatitis B and C are two of the most common liver and bloodborne infections, infecting hundreds of thousands of Americans each year. Treatments have improved significantly over the past decade, and anyone who is worried about these diseases should consult their doctor with any concerns.

Coastal Resilience Master Plan Public Meeting
The City Planning Department will host a community webinar on Monday, November 18 from 5pm to 7pm where people can learn more about the first draft of the Coastal Resilience Master Plan, discuss the project concepts, and provide their feedback on the draft. This plan addresses sea level rise-driven challenges, such as coastal flooding and erosion, by prioritizing nature-based solutions, supported by engineered solutions when needed. Provide Your Input on Safe Streets For All
The City has launched its Safe Streets for All virtual open house and is now welcoming feedback on how to make our streets safer for all road users, from pedestrians to cyclists to drivers. The interactive Safe Streets for All website will be open through December 2, where you can view various initiatives included in the Safe Streets for All program and provide your feedback and priorities. Bay Ho Trash Pickup Event
On October 29, staff from the Environmental Services Department completed a trash pickup event for residents of Bay Ho. They collected 0.37 tons of recyclable waste and 1.99 tons of non-recyclable waste for a total of 2.36 tons. Thank you to our Environmental Services team for their hard work to serve the residents of District 2!

King Tides Are Back - November 15-17
From November 15 through November 17, California will once again be experiencing King Tides, when water levels rise higher than normal and, if they occur during floods or stormy weather, can potentially cause damage to coastlines and coastal property. The California Coastal Commission is asking coastal residents to submit photos of the King Tides in their areas to help record the changes to California's coastlines during these events. Winter City Civics Internship Program
The City of San Diego is hiring for its upcoming Winter City Civics Internship Program, which is open to any high school, community college, adult education, or trade school student interested in working at the City. This is a paid internship opportunity through the Employ & Empower Program that will run from February 11 through March 20, 2025. Participants will be able to learn about what it's like to work at the City and build a work readiness portfolio that will help prepare them for future employment opportunities. The City is considering enhanced trash collection services and potential new fees, and is asking for your feedback on the proposal. Statewide Daylighting Law In Effect January 1, 2025
Beginning January 1, 2025 a new state law will go into effect that prohibits vehicles parking within 20 feet of any marked or unmarked crosswalk to improve the range of vision with approaching drivers and protect pedestrians crossing the street. For the first 60 days after the law goes into effect, SDPD will issue warning notices to vehicles parked in violation of this new law, and after the warning period, drivers can be ticketed for violating this law even if there is no signage or red curb in the area. Studies have shown that if drivers have greater visibility at crosswalks, crashes involving pedestrians can be more easily avoided, which will help San Diego achieve its Vision Zero goals. The San Diego Public Library (SDPL) is offering a limited-edition Veterans Day library card as a way to honor our veterans and active-duty service members here in San Diego. Community Feedback Session on San Diego's Elections Code

Meet San Diego's Poet Laureate at the Brown Bag Poetry Series
Take a break from your usual lunch routine and bring your lunch down to the Civic Center Concourse for the Brown Bag Poetry Series with San Diego's Poet Laureate Jason Magabo Perez. The Poet Laureate will read his poetry, accompanied by special guest poets, ensuring a diverse and engaging experience. The event is free to all who wish to attend, and will take place on Thursday, November 21 from 12pm to 1pm at the Civic Center Concourse (202 C Street).

Next Phase of Construction on Clairemont Drive for Pure Water SD
Beginning on November 13, crews began installing traffic control on Clairemont Drive between Joplin Avenue and Gila Avenue. This phase of work is estimated to last approximately 6 weeks, but this schedule is subject to change. Pipeline installation will take place between 7:00am and 3:30pm, Monday through Friday. Pipeline welding will take place between 3:30pm and 11:00pm. Please follow all posted signage for your safety.
