Dear District 2 Residents,
On Tuesday, the City of San Diego held its 75th Inauguration Ceremony to swear in the Mayor, City Attorney, and Councilmembers who were elected by the voters in November. Congratulations to Mayor Todd Gloria, City Attorney Heather Ferbert, and Councilmembers LaCava, Whitburn, von Wilpert, Campillo, and Elo-Rivera on being sworn in to serve another term for the residents of San Diego.
At the City Council meeting later that day, the Council unanimously selected District 1 Councilmember Joe LaCava to serve as Council President for the upcoming year. Next week will be the last week of Council meetings of 2024, and Council will return to session on Monday, January 13.
It is an honor to serve this City with my fellow Councilmembers and our Mayor. Together this year we will tackle the tough problems San Diegans face and continue to make our communities better. We have faced many challenges, but we will not back down from doing what needs to be done to make San Diego the best that it can be.

Short-Term Action Plan on Homelessness Update
On December 9, the City Council heard an update on the Short-Term Action Plan for homelessness to address the loss of shelter beds from the Golden Hall shelter and the Paul Mirabile Center. To ensure that no one staying in these shelters will find themselves back on the streets, the City has announced 235 new spaces added to the Safe Sleeping Program and 263 new shelter beds available across the City. 170 of those beds will be located at Veterans Village of San Diego, with 40 beds reserved for homeless veterans and 130 for single adults and seniors.
Acceptance of $29.9M Homeless Housing, Assistance, and Prevention Grant
On December 9, the City Council accepted $29.9 million in California Homeless Housing, Assistance, and Prevention (HHAP) grant funding. This money comes from the fifth round of HHAP funding, and will be used to support several ongoing programs within the City, including emergency shelters, the Safe Parking Program, the Family Reunification Program, and coordinated street outreach efforts.
Fiesta Island Dog Park Appreciation Day
On December 9, the City Council recognized Fiesta Island Dog Park, which was recently named the Best Dog Park in the country for the second time since 2016 by USA Today. Fiesta Island features 90 acres of fenced off-leash area and beaches for dogs to run, play, and swim. It also hosts fun recreational opportunities for San Diego's human residents, like the annual Over the Line Tournament. I want to thank our wonderful Parks & Recreation staff who maintain Fiesta Island, as well as the over 20 off-leash dog parks available throughout the city. Thank you also to FIDO, the Fiesta Island Dog Organization, for your partnership!

Veterans Village of San Diego Tour
Thank you to the staff at Veterans Village of San Diego for a wonderful and informative tour last week! For over 40 years, VVSD has made a positive impact in the lives of homeless veterans and their families. I am grateful for their strong and constant partnership with the City as we work together to end homelessness.

Old Town "Giving Machine" Ribbon Cutting Ceremony
For the first time, San Diego received a Light the World Giving Machine, a vending machine where people can make a donation to charity as easily as buying a snack from a normal vending machine. Residents can donate to a variety of local and international charities by picking options including a 20 lb. box of food for a family of three, feminine hygiene products for girls in Mexico, anti-graffiti coatings for historic structures in Old Town, and a hot shower and clean clothing for a person experiencing homelessness. Point Loma's People for Progress Holiday Party
My Point Loma Community Representative joined the members of Point Loma's People for Progress at their annual holiday get-together to acknowledge their hard work and advocacy on behalf of their community. To commemorate their 20th anniversary this year, P3 received certificates of recognition from D2 and the Mayor's office. Thank you for all that you do for Point Loma!

In-House Mill & Pave Team Completes Work on Crisp Court
This year's Fiscal Year 2025 Budget featured, for the first time, an allocation for the Transportation Department to fund an additional in-house Mill & Pave Team to help expedite the completion of street repairs. This team has been hard at work, and recently completed permanent repairs to the cul-de-sac at 5300 Crisp Court, which had a PCI as low as 8.43. Thank you to the Transportation Department staff who made these repairs possible!

King Tides Are Back - December 13 - 15
From December 13 through December 15, California will once again be experiencing King Tides, when water levels rise higher than normal and, if they occur during floods or stormy weather, can potentially cause damage to coastlines and coastal property. The California Coastal Commission is asking coastal residents to submit photos of the King Tides in their areas to help record the changes to California's coastlines during these events. City Opens Olive Street Park and First AIDS Memorial
To commemorate World AIDS Day on December 1, the City opened the new Olive Street Park in Bankers Hill, which includes San Diego's first AIDS Memorial to remember all of those who have lost their lives to HIV/AIDS. Thank you to Mayor Gloria and the San Diego AIDS Memorial Task Force for ensuring this wonderful park and AIDS Memorial got through the finish line, and let us all continue to stand in solidarity with everyone impacted by and living with HIV/AIDS.

Balboa Park Botanical Building Reopens in Time for December Nights
On December 6, the iconic Balboa Park Botanical Building was reopened to the public after being closed for renovations since 2022. These renovations brought the Botanical Building back to its original design from the 1915 Panama-California Exposition, while improving accessibility and structural stability. A huge thank you to Senate President pro Tempore Emerita Toni Atkins for securing $8M in the state budget in 2019 for this project.

Winter City Civics Internship Program
The City of San Diego is hiring for its upcoming Winter City Civics Internship Program. This is a paid internship opportunity open to students high school and above through the Employ & Empower Program that will run from February 11 through March 20, 2025. Participants will be able to learn about what it's like to work at the City and build a work readiness portfolio that will help prepare them for future employment opportunities. San Diego Foundation National Rainbow College Fund
The San Diego Foundation has launched the National Rainbow College Fund (NCRF) in California - the first scholarship designed to exclusively support LGBTQ+ students pursuing higher education. The NCRF aims to ease the financial burden of accessing higher education while dealing with some of the challenges facing the LGBTQ+ community, such as social acceptance, mental health issues, and family rejection. Each awardee will receive $2500 that can be used for tuition, books, fees, room and board, and other educational expenses. The San Diego Foundation is hosting two scholarship overview webinars on December 19 at 3pm and January 23 at 3pm. The application period is from January 15, 2025 - March 5, 2025. Statewide Daylighting Law In Effect January 1, 2025
Beginning January 1, 2025 a new state law will go into effect that prohibits vehicles parking within 20 feet of any marked or unmarked crosswalk to improve the range of vision with approaching drivers and protect pedestrians crossing the street. For the first 60 days after the law goes into effect, SDPD will issue warning notices to vehicles parked in violation of this new law, and after the warning period, drivers can be ticketed for violating this law even if there is no signage or red curb in the area. Studies have shown that if drivers have greater visibility at crosswalks, crashes involving pedestrians can be more easily avoided, which will help San Diego achieve its Vision Zero goals. Next Phase of Construction on Clairemont Drive for Pure Water SD
Beginning on November 13, crews began installing traffic control on Clairemont Drive between Joplin Avenue and Gila Avenue. Avati Drive will also be closed periodically, during the daytime hours Monday - Friday. This phase of work is estimated to last approximately 6 weeks, but this schedule is subject to change. Pipeline installation will take place between 7:00am and 3:30pm, Monday through Friday. Pipeline welding will take place between 3:30pm and 11:00pm. Please follow all posted signage for your safety.
