CAMPBELL CHRONICLES

January 24, 2025

Dear District 2 residents,

We have watched the devastating fires blazing in Los Angeles since the beginning of this month, and earlier this week some small fires broke out in San Diego - fortunately, our Fire-Rescue Department and Police Department were quick to respond, but this serves as a reminder that we must be prepared in the event of an emergency, like a fire. Having an emergency plan is crucial and if you don't have one already, I encourage you to create one now so that you can be prepared and safe in the event of an emergency. Some other tips I want to share are:

  • Sign up for notifications from Alert San Diego, a countywide notification system that sends warnings to residents and businesses impacted by, or in danger of being impacted by, an emergency like a wildfire.
  • Download the Ready, Set, Go! guide from the San Diego Fire-Rescue Department's website to help you create an emergency plan in the event of a wildfire near your home.
  • Visit the National Weather Service for the latest information on local red flag warnings and weather conditions that could lead to fires.
  • Follow all safety directives and evacuation orders from public safety personnel. In the event of an evacuation, know your emergency exit routes and leave when you are directed to do so.

To see information on creating an emergency plan from the City's Office of Emergency Services, click the button on the left. To see the latest updates and get information from the San Diego Fire-Rescue Department, click the button on the right. As always, my staff are available to answer any questions you may have about fire preparedness and developing an emergency plan.

Sincerely,

Councilmember Jennifer Campbell

Air Pollution Control District Appointment

Last week, I was appointed to serve on the San Diego County Air Pollution Control District Governing Board, which oversees regional air quality issues and works with the state's Air Resources Board to improve air quality across our county and ensure that San Diegans can breathe clean air.

Adoption of the Creative City Cultural Plan

On January 13, the City Council unanimously voted to adopt San Diego's first cultural plan, Creative City, which was developed after two years of public engagement. The plan will help guide future investments into arts and culture over the next decade and aligns with the City's Strategic Plan.

Chief Jodie Pierce Day

On January 14, the City Council recognized "Chief Jodie Pierce Day" in honor of retired Fire-Rescue Deputy Chief of Emergency Medical Services Jodie Pierce. Chief Pierce served the EMS Division through the COVID-19 pandemic and the transition to the Alliance model of ambulance services, and she was instrumental in developing and implementing the City's vaccine programs for both the COVID-19 pandemic and the Hep A outbreak. Chief Pierce will be greatly missed by all of us, and I wish her the best in her retirement.

San Diego Blood Bank Clairemont Ribbon Cutting

Congratulations to the San Diego Blood Bank on the grand opening of their newest location in Clairemont, the second in District 2! Between this location and their Liberty Station location, they are able to take more donations each day. Donating blood saves so many lives, and I always encourage everyone who is able to donate blood to do so. I am so grateful to the San Diego Blood Bank for expanding their services here in District 2 and for all the life-saving work that they do.

Bacon Street Resurfacing Completed in Ocean Beach

Thank you to the Engineering and Transportation Departments for completing the long-awaited street repair project on Bacon Street in Ocean Beach! After several years of planning, the project was completed earlier this month and has improved the experience of driving on this street.

Safety Improvements Identified for High-Crash Locations in Midway

The City's Traffic Engineering team recently released a list of "high-crash" intersections throughout the City, and their list of recommended safety improvements for each of these locations. Two of the seven intersections are located in the Midway District. Additional signage and increasing pedestrian crossing timing was recommended for the intersection of Pacific Highway & Rosecrans, and improvements such as traffic signal timing, new signage, pedestrian countdown timers, and others were recommended for the intersection of Kurtz & Rosecrans. To read the full memo of all seven "high-crash" locations and the recommended safety improvements, click the button below.

Tecolote Canyon Sewer Project

Work began recently on a two- to three-year project to upgrade sewer lines in Tecolote Canyon, which have not been replaced since their installation in the 1950s. After the sewer replacement project is complete, a five-year vegetation restoration effort will take place. Visitors to Tecolote Canyon and the Tecolote Canyon Nature Center may notice some caution tape and construction in the area, and some trails may be closed temporarily on a rolling basis. Please follow all posted signage for your safety.

Beware of Parking Citation Phishing Scams

The City of San Diego is warning residents and visitors of a phishing scam that impersonates a City webpage requesting payment for parking citations. Through a message sent via SMS text message, recipients are notified of phony parking tickets, with instructions to click a link and pay the balance online. The City's cybersecurity team is working with authorities to take down the fraudulent webpage and identify those responsible. You can verify the status of a parking citation and safely make a payment online by clicking the button below. Please DO NOT click any links or make a payment sent via text message.

State of the City

On January 15, Mayor Gloria delivered his State of the City address and reaffirmed his commitment to addressing our City's priorities, including public safety and addressing the homelessness crisis. Over the last few years, the City has made progress on addressing homelessness by expanding shelter capacity and diversifying the available shelter options like Safe Parking Lots and Safe Sleeping Sites. Addressing the homelessness crisis is one of my top priorities. I am also committed to supporting solutions that have positive results. District 2 has the second highest number of shelter beds in the City and we are not slowing down as H-Barracks is on track to open soon, doubling our Safe Parking Program capacity, and the first of four apartments at the Mt. Etna affordable housing development will open this month as the first County/City building for low-income or formerly homeless seniors and families.

As the region's only Health & Human Services Agency, the County plays a vital role in providing care for those with mental illness. I encourage collaboration with the County of San Diego and the state government to take meaningful action. By working together, we can provide the necessary support for our unhoused neighbors, because leaving them without care on the streets is inhumane and unacceptable.
