Dear District 2 resident,
February is Black History Month, a time to honor the African American community in our country and acknowledge their struggles and sacrifices, as well as the resilience it took to fight for equal rights through history - a fight that is still ongoing today.
When we think of Black history, we often look to the past, to figures like Harriet Tubman, Frederick Douglass, Rosa Parks, and Martin Luther King, Jr. who shaped not only Black history, but American history. We are witnessing the creation of history each and every day - in our lifetime, we saw Barack Obama become the country's first Black President, and Kamala Harris serve as the first Black female vice president. Both of these leaders exemplified what it means to be an American, and I am so grateful for how they helped to advance our country through their service.
Next week, the City Council will bring forward a proclamation to recognize Black History Month in the City of San Diego, and to honor San Diego's Black residents for their contributions to making San Diego so successful.

Change to the Land Development Code and Repeal of Footnote 7
On January 28, the City Council approved a change to the City's Land Development Code to repeal "Footnote 7" which reduced the minimum lot size for single-family homes in Encanto from 20,000 square feet to 5,000 square feet. Due to the way this footnote was implemented, it only applied to one neighborhood, when general City best practice is to create amendments that apply citywide. During this discussion, the Council also requested that City planners return to Council in 60 days with alternative plans for the City's ADU density bonus incentive program.
Affordable Housing Preservation Ordinance
On February 3, the City Council unanimously approved the Affordable Housing Preservation Ordinance, which protects low-income apartments from being converted to market-rate housing units if possible. To read the full ordinance, click the button below.

Officer David Surwilo Day
On January 28, the City Council recognized Officer David Surwilo for his outstanding service with the Police Department for 24 years. Officer Surwilo has been with the San Diego Police Department for 24 years, 17 of those as Western Division's Community Relations Officer, and he has left a positive impact on the communities he served.

Paul Downey Senior Residence Apartments Open in Clairemont
Last week, the first of four new affordable apartment buildings opened in Clairemont, providing 79 units for low-income seniors along with onsite services provided by Serving Seniors. This is exactly the type of smart, responsible development we need in our city and I am so grateful to all the partners who worked so hard to make this vision a reality.

Point in Time Count
Last Thursday, members of my team went out bright and early in Old Town to participate in the annual Point in Time Count, which happens across the country as a way to collect data on the needs of people experiencing homelessness in our communities. The Regional Task Force on Homelessness (RTFH) uses this data to help us secure funding to reduce homelessness.

In-House Mill & Pave Team Completes Work on Ashford Street and Milton Street
This year's Fiscal Year 2025 Budget featured, for the first time, an allocation for the Transportation Department to fund an additional in-house Mill & Pave Team to help expedite the completion of street repairs. This team has been hard at work, and recently completed repairs to Ashford St. between Baltic St. and Bagdad St., which had a Pavement Condition Index (PCI) as low as 19.1. They also completed repairs to Milton St. between Dunhaven St. and Penrose St., which had a failed street score. Thank you to the Transportation Department staff who made these repairs possible!

Join San Diego Police Officers from Western Division for "Coffee With A Cop" on Thursday, February 27 at 9:30am at the Starbucks located at 2556 Laning Road in Point Loma. This is a casual, fun way to get to know local officers, including your new Community Relations Officers, their Lieutenant, and their Captain.

Parking Meter Rate Increase
Starting last Friday, parking meter rates in San Diego were raised from $1.25 per hour to $2.50 per hour. San Diego's rates are still well below other large cities in California, as you can see in the chart below. Parking meter revenue supports maintenance of transportation infrastructure like streets, sidewalks, and streetlights. For waterfront parking meters operated by the Port of San Diego, rates will not change and will remain set at $2.50 per hour. To learn more about these changes, click the button below.

Next Phase of Traffic Control on Clairemont Drive for Pure Water SD
Beginning February 3, crews started paving work on Clairemont Drive now that Pure Water pipes have been installed underground, between Erie St. and Iroquois Ave. During this phase of work, one lane of traffic in each direction will be maintained on Clairemont Dr. This phase of work is estimated to last approximately one week, to be completed in two phases. During the first phase, crews will pave the outside lanes of Clairemont Dr. and in phase two, they will pave the inside lanes. This schedule is subject to change. For your safety, please follow all posted signage.

San Diego Foundation National Rainbow College Fund
The San Diego Foundation has launched the National Rainbow College Fund (NCRF) in California - the first scholarship designed to exclusively support LGBTQ+ students pursuing higher education. The NCRF aims to ease the financial burden of accessing higher education while dealing with some of the challenges facing the LGBTQ+ community. Each awardee will receive $2500 that can be used for tuition, books, fees, room and board, and other educational expenses. The application period is from January 15, 2025 - March 5, 2025. PFLAG San Diego County LGBTQ+ Scholarships
PFLAG San Diego County is offering 22 scholarships to LGBTQ+ seniors in high school, undergraduate, and graduate school who reside in San Diego County based on their commitment to their chosen field, financial need, and academic achievement. In addition to general scholarships, there are specific scholarships offered in the following areas: STEM, Art, Education, Health Services, Community College, and Vocational Studies. The City's updated Street Design Manual is now out for public review and comment! The Manual addresses the many aspects of modern streets that will serve the needs of all users, such as pedestrians, bicyclists, and transit riders. City of San Diego Measure B Trash Study Round 3 - POSTPONED
The City is considering enhanced trash collection services and new fees, as per Measure B passed by the voters in 2022, and is asking for your feedback on the proposal. The meeting initially scheduled for February 18 has been postponed, but you can take the online questionnaire by clicking the button below, or visit the project website to see the latest updates.
