Dear District 2 residents,
On Tuesday, the City Council heard an item proposing to repeal the City's ADU Density Bonus program. After an arduous, hours-long hearing and discussion, including hours of public comment from residents across the City, I voted "No" on the final motion before the Council. The final action that passed excluded so much of District 2, 5, and 7 that has been negatively impacted by this program, I had no choice but to vote "No" in the hope that the Council would address the concerns of the entire City, including District 2.
The motion that passed directed Planning Department staff to return to the Council within 60 days with a proposal to restrict the ADU Density Bonus program in certain zoned lots, excluding lots zoned RS-1-5, RS-1-6, and RS-1-7, which exist in Districts 2, 5, and 7 and are having problems with the loopholes in the current City ADU program. Thus, this motion represents inequality and unfair legislation, as it leaves out parts of the city that also need relief from the burden of too many ADUs allowed on individual properties.
The motion also requested that Planning Department staff bring to the Land Use and Housing Committee, which does not have members from Districts 2 or 5, revisions to the ADU Density Bonus Program. Furthermore, in 2021, the Council passed a law rescinding requirements that builders provide parking in new multi-family projects, thus leaving these neighborhood streets with multiple new, small housing units and no parking. I was one of only two "No" votes on this law.
This issue is impacting every District and every community in San Diego. It is disheartening that the City Council is not willing to address this issue holistically, with the good of our entire city in mind. I am disappointed by the result of this vote, but I look forward to giving input to the remake of this plan and when it comes to Council, I will continue to advocate not only for the needs of my District, but for ALL the neighborhoods in San Diego. FY25 Community Projects, Programs, and Services (CPPS) Funding Allocations for District 2
On March 4, the City Council voted to allocate $89,650 in Community Projects, Programs, and Services (CPPS) funding to 27 nonprofit organizations. For Fiscal Year 2025, each Council office recommended several nonprofit organizations to receive funding from their CPPS budgets. In District 2, these nonprofits include the CTC Foundation, Ocean Beach Community Foundation, and Point Loma Summer Concerts.
San Diego FC Day
The City Council proclaimed March 1, 2025 to be "San Diego FC Day" in honor of our City's newest sports team and our first MLS franchise. This top-level men's team joins our top-level women's team, the San Diego Wave, who have been playing here for the past two years. They won their very first game, an away game, against Los Angeles 2-0. I was proud to join my colleagues in recognizing San Diego FC and recognizing the date of their historic home opener on March 1 against the St. Louis SC, which ended in a tie.

Meals on Wheels Champions Week
This past week was the annual Meals on Wheels "Champions Week" and I was honored to join them in celebrating the incredible work of their volunteers across San Diego. My staff and I helped deliver meals to seniors in Clairemont on Wednesday. We do this every year to help this wonderful organization that provides good nutrition to San Diegans who need help.

Mural Unveiling in Bay Park with SDG&E and ArtReach
SDG&E has an equipment yard in Bay Park and partnered with ArtReach, a nonprofit that teaches underserved youth who are interested in art. Along with input from the Clairemont Town Council, SDG&E had ArtReach create a mural along the Morena Blvd. side of the SDG&E yard. Check it out at 2555 Morena Blvd! As Chair of the Community and Neighborhood Services Committee, I am fully supportive of these beautification intiatives in our neighborhoods.

Fire Safety and Preparedness Community Conversation with the Point Loma Association and the Clairemont Town Council
This week, the Point Loma Association and the Clairemont Town Council teamed up to host a Community Conversation on fire safety and preparedness in the wake of the devastating wildfires in Los Angeles. Attendees learned about Fire Safe Councils, heard from firefighters about fire responses and evacuation routes, and learned about the importance of having fire insurance and the role of fire insurance after a fire. Thank you to those who made this event possible: Nicole Crosby, President of the Clairemont Town Council, Jamie Saylor and Valerie Sorrentino of the Point Loma Assn. Board for hosting this event!

Next Phase of Traffic Control on Clairemont Drive for Pure Water SD
Beginning February 24, crews began work to locate underground utilities along the project's pipeline in Bay Park. Work will be occurring on Chicago St., Ingulf St., Jellett St., Denver St., and Milton St. Minor traffic and street parking impacts are expected during the work. This phase of work is estimated to last approximately three weeks. This schedule is subject to change. For your safety, please follow all posted signage.

3rd Annual Hillcrest Honors Awards Ceremony
On February 24, Manny Reyes, my LGBTQ Liaison joined community leaders at the third annual Hillcrest Honors Awards. This event celebrates the people and businesses that make Hillcrest special. I want to extend a sincere congratulations to all the award winners, especially my friend, California Senate President Pro Temp Emerita Toni Atkins, for winning the Lifetime Achievement Award.

I want to thank Renee Robertson for her 16 years of service to the City of San Diego. Renee has served as Director of Environmental Services and Deputy Director of Homelessness Strategies and Solutions, where she has worked so hard to ensure San Diegans have high quality City services.

PFLAG San Diego County LGBTQ+ Scholarships
PFLAG San Diego County is offering 22 scholarships to LGBTQ+ seniors in high school, undergraduate, and graduate school students who reside in San Diego County based on their commitment to their chosen field, financial need, and academic achievement. In addition to general scholarships, there are specific scholarships offered in the following areas: STEM, Art, Education, Health Services, Community College, and Vocational Studies. City's Street Design Manual Update
The City's updated Street Design Manual is now out for public review and comment. The Manual addresses the many aspects of modern streets that will serve the needs of all users, such as pedestrians, bicyclists, and transit riders. City of San Diego Measure B Trash Study Round 3
The City is considering enhanced trash collection services and new fees, as per Measure B passed by the voters in 2022, and is asking for your feedback on the proposal. The District 2 meeting will take place on Monday, April 7 from 5:30pm to 7pm at the San Diego College of Continuing Education's Midway Campus (3249 Fordham St, 92110).
