Happy spring! This is the season of fresh starts - the flowers are blooming, the sun is shining, and the Padres are off to an incredible start to their season as the overall top team in Major League Baseball! In the spring we also celebrate several holidays that represent new life and new beginnings. In the Islamic faith, Eid al-Fitr signifies the end of Ramadan, a month of fasting and reflection meant to strengthen one's relationship to Allah, and is celebrated with feasts and spending time with loved ones. This year, Eid was celebrated at the end of March, at the first sighting of the crescent moon. Eid Mubarak to all who celebrate!
Passover is a major Jewish holiday that is celebrated each spring to commemorate the liberation of the Jewish people from slavery in Egypt. The first day of Passover begins at sundown with a traditional dinner with friends and family, called the seder, and the reading of the story of the Exodus from Egypt. This year, the first day of Passover was April 12 and the last day will be this Sunday, April 20. Chag Pesach Semeach, Happy Passover!
Also on Sunday, Christians will gather together to celebrate Easter, the culmination of the celebration of the death and resurrection of Jesus. For forty days leading up to Easter, many Christians will fast or give something up for Lent to remember the forty days Jesus spent fasting in the desert before he was crucified. The Bible tells how Jesus rose from the dead three days after his crucifixion on Easter Sunday, and this holiday is celebrated with family and friends. Happy Easter!
These are just some of the holidays celebrated across our country each spring. No matter what you are celebrating, whether it be one of these holidays, a different holiday, or a Padres victory, I want to wish you all a happy spring!

Resolution to Set a Public Hearing Date to Consider Adoption of New Solid Waste Management Fee
On April 14, the City Council passed a resolution to set a public hearing date to consider the proposed new trash hauling fees set forth by Measure B, which was approved by the voters in 2022. The public hearing to consider the adoption of the proposed fee will be held during the regularly scheduled City Council meeting on June 9, 2025 at 2pm.
Creation of an Emergency Capital Improvement Project (CIP) for North Mission Beach Lifeguard Station
On April 15, the City Council authorized the creation and funding of an emergency CIP project for the North Mission Beach Lifeguard Station, which is currently closed due to the urgent need for safety repairs both inside and outside the station. With these repairs, the habitability of the lifeguard station will be extended for a few more years, while plans are finalized for a new facility.
Laura Tancredi-Baese Day
On April 15, the City Council recognized Laura Tancredi-Baese with a proclamation as she retires after 18 years as the CEO of the nonprofit Home Start, which works to prevent child abuse by ensuring that families have access to the support they need to raise happy and healthy children. Laura's leadership has transformed Home Start, allowing it to serve more families in need and expand its work throughout San Diego. Thank you Laura for all your years of selfless service, and best wishes in your retirement.

SeaWorld San Diego and Hubbs-SeaWorld Research Institute Tour
Last week, my staff visited the Hubbs-SeaWorld Research Institute and SeaWorld San Diego to meet with Hubbs-SeaWorld President Don Kent and SeaWorld President Tyler Carter. Scientists at Hubbs-SeaWorld are conducting incredible research, and furthermore rescuing many birds, seals, and sea lions recovering from ingesting a neurotoxin caused by a toxic algae bloom. Thank you to all the SeaWorld staff who made this informative visit possible!

Next Phase of Work for Pure Water SD
Beginning April 17, crews started installing the next phase of traffic control on Clairemont Dr. to allow for pipeline installation in Bay Park. This traffic control will span between Lakehurst Ave. and Clairemont Mesa Blvd. Once installed, one northbound and one southbound lane of traffic will be maintained through the work zone. Pipeline installation will take place between 7am and 4:30pm Monday through Friday. Welding and other work to finalize pipeline installation will take place between 4:30pm and 11pm. This phase of work is anticipated to last approximately four weeks, but this schedule is subject to change. For your safety, please follow all posted signage. Fiscal Year 2026 Proposed Budget Review Process
Over the next several weeks, the City Council will begin the review process of the Mayor's proposed budget, and City staff will provide updates about their Departments. There will also be two opportunities to provide public comment on the FY26 proposed budget, which will take place on Monday, May 5 at 6pm and Monday, May 19 at 6pm. Safe Shelter for Transition-Age Youth (Safe STAY) Program Opens New Shelter Downtown
A new shelter in Downtown opened last week, doubling the capacity of the Safe Shelter for Transition-Age Youth (Safe STAY) Program. This program provides shelter beds for people between the ages of 18 and 24 who are experiencing homelessness, and includes services like housing-focused case management, employment support, and basic needs assistance like food and hygiene.
