On May 20, the City Council heard an update on the Community Action Plan on Homelessness, and a presentation on the 2025 Point in Time Count numbers. The Point in Time Count is an annual census that happens across the country of the unsheltered people in every city and county. The Regional Task Force on Homelessness (RTFH) recently released the numbers from the 2025 Point in Time Count and they showed a decrease of 13.5% in the number of people experiencing homelessness in the City of San Diego. Thanks to the investments the City and its partners have made into opening shelters for specific populations, the Point in Time Count also showed a decrease in veteran homelessness by 22%, youth homelessness by 23%, and family homelessness by 66%. 

 

Overall, the Point in Time Count data revealed that options for shelter, supportive housing, and rapid rehousing for unsheltered individuals has increased by 91% since 2019, when the City's Community Action Plan on Homelessness was first developed. This plan, which has already moved nearly 12,000 people into permanent housing, focuses on addressing homelessness in six key areas: prevention, diversion, emergency shelter, rapid rehousing, low-income housing, and supportive housing. 

 

The investments do not end here. when the plan was developed in 2019, the City had approximately 3,229 supportive housing units for people who were coming out of homelessness. Today, we have nearly 7,000 units. The San Diego Housing Commission has been incredibly helpful in developing more supportive and affordable housing units in our city. Later in June, they will be opening the Pacific Village apartments in Midway, which adds 62 supportive units, and they just opened the Presidio Palms in Mission Valley, which added 161 units. 

 

I am proud of the work that we have done so far, and the results clearly show that our efforts are working. We must continue on this path toward addressing homelessness on all fronts and supporting those who need our help the most. Pavement Management Plan Annual Update

On May 20, the City Council heard an update on the Transportation Department's annual progress of the Pavement Management Plan, a five-year look at street repair plans across the City. I want to congratulate them for raising the overall citywide Pavement Condition Index (PCI) score in Fiscal Year 2025, but I remain concerned that District 2 has the lowest PCI score in the city and the highest percentage of "Failed" streets. I am grateful for the work that has been done so far, but I continue to urge that the PCI data be used to ensure an equitable distribution of funding to prioritize street repairs in the Districts with the overall scores.

 

Water Safety and Drowning Prevention Month

On May 20, the City Council recognized Water Safety and Drowning Prevention Month and our incredible City lifeguards who keep people safe at our beaches and pools. As a coastal representative, I want to extend my immense gratitude to all the City's lifeguards for all the rescues they do each year for visitors and residents. I also want to thank the Prevent Drowning Foundation, the YMCA, and the Parks & Recreation Department for all they do to promote water safety and educate swimmers at all bodies of water. Drowning is preventable if people learn how to swim and remember to listen to lifeguards' instructions.

 

C-SPAN Student Cam Competition Winners

Congratulations to C-SPAN Student Cam Competition winners Harper, Helena, and Daniel from Correia Middle School! These three students created short documentaries about issues that are important to them in their community and were selected out of over 1700 other entries as the winners of the 21st annual competition. Harper and Helena's documentary, "One Pill Can Kill" focuses on the illicit fentanyl crisis and was awarded second place. Daniel's documentary, "Preservation of Our National Parks" discussed the challenges to funding national parks and was awarded an honorable mention. Next Phase of Work for Pure Water SD - Traffic Control for Pipeline Installation

Beginning May 23, crews started installing the next phase of traffic control on Clairemont Dr. to allow for pipeline installation. This traffic control will span between Lakehurst Ave. and Cole St. Once installed, one northbound and one southbound lane of traffic will be maintained through the work zone. Pipeline installation will take place between 7am and 4:30pm Monday through Friday. Welding and other work to finalize pipeline installation will take place between 4:30pm and 11pm. This phase of work is anticipated to last approximately six weeks, but this schedule is subject to change. For your safety, please follow all posted signage.

Next Phase of Work for Pure Water SD - Paving on Clairemont Drive

Beginning May 28, crews started paving Clairemont Drive during daytime hours between Iroquois Ave. and Balboa Ave. This work will be done in two stages, and will last approximately two weeks in total. During the paving operation, one lane of traffic in each direction will be maintained on Clairemont Dr. During stage 1, crews will pave the outside lanes of Clairemont Dr. and during stage 2, crews will pave the inside lanes. Street Closures for the Rock n Roll Marathon - June 1

The Rock n Roll marathon is happening on Sunday, June 1, and several roads throughout the City will be closed. That same day, there is also an afternoon Padres game. Please plan accordingly and leave extra time to get to destinations around the City. To avoid busy streets, use public transit or a ride-share service. First Round of New Electric Vehicle Chargers Installed

Over the past several weeks, the first round of new electric vehicle (EV) chargers across the city has been completed. EVerged, the company contracted with the City to create its new EV charging network, has replaced old and non-working EV chargers in a dozen City parking lots, from the San Diego Zoo to the Central Library, Mission Bay, and Rancho Bernardo. Over the next five years, EVerged will install chargers at some 400 City parking lots at parks, beaches, and City-owned properties. The following locations within District 2 were among the first round of chargers to be installed: Bonita Cove, Mission Bay Aquatic Center, South De Anza Cove, and the Ocean Beach beachfront parking lot on Abbott Street.

 

Aircraft Crash in Murphy Canyon

On Thursday, May 22, a small private aircraft crashed into a neighborhood in the Murphy Canyon area. I encourage residents to visit San Diego Police Department's official social media channels and website for the most updated information on this incident. For any residents of the area who smell jet fuel or have debris at their home, please call 619-531-2000 immediately.

 

City's Street Design Manual Update

The City's updated Street Design Manual is now out for public review and comment. The Manual addresses the many aspects of modern streets that will serve the needs of all users, such as pedestrians, bicyclists, and transit riders.
