CAMPBELL CHRONICLES

July 12, 2024

Dear District 2 residents,

On July 10th, the California Coastal Commission unanimously approved the City's Coastal Development Permit Application for the proposed Safe Parking lot located at the H Barracks site in District 2. With the Coastal Commission's approval of this plan, and the money set aside in the FY25 Budget, we are one step closer to opening another Safe Parking site in District 2 that will help bring people off the streets and into a safe place where they can access resources.

The application described the plan for the site to provide 190 safe parking spaces and install security and lighting upgrades, shower and toilet trailers, administration trailers for resource providers, and a pet relief area. This area will be a temporary site until the construction of the Pure Water San Diego pump station in the next five years.

We know that our Safe Parking Program is one of the City's most successful programs at helping participants find permanent housing. We must continue to provide a safe place for unsheltered people to go with access to services so that we can enforce laws such as the Vehicle Habitation Ordinance.

I have always welcomed shelters, service providers, and programs that help address the homelessness crisis in District 2, such as the Harm Reduction Center in Midway, the Rose Canyon Safe Parking Lot in Clairemont, the Rosecrans Shelter in Midway, the two Homekey projects in Midway and Ocean Beach, the Mt. Etna Affordable Housing Project in Clairemont, and the Mt. Alifan Apartments for homeless seniors in Claremont.

I am grateful to Mayor Gloria for continuing to find innovative opportunities to support our unhoused neighbors, and to the Coastal Commission for their approval of this plan.

Best,

Councilmember Jennifer Campbell
District 2
San Diego City Council

Draft General Plan Environmental Justice Element

  • On July 1st, the City Planning Department presented their draft General Plan Environmental Justice Element, which proposed changes to the General Plan that would implement environmental mitigation measures for residents most affected by air and water quality issues, and center environmental and climate outcomes as we plan for our city's future. We must include environmental policy goals in everything we do as we look ahead, and I am grateful to the Planning Department staff for their hard work at putting together this proposal, which passed unanimously at Council.

Mira Mesa Epicenter

  • On July 2nd, the City Council unanimously approved a 45-year lease to the County for the Mira Mesa Epicenter, a vacant City-owned recreation center that will be transformed into community center adjacent to Mira Mesa Community Park. The County of San Diego will make improvements to the building and facilitate activities and programming for all residents to enjoy, including performing arts and music, youth drop-in services, homework assistance, and more. If approved by the County, the Epicenter is projected to be ready to open to the public by late 2025 or early 2026. To learn more about the project, click the button below.

Resolution in Support of Sharp Healthcare Workers' Rights Under the National Labor Relations Act

  • On July 2nd, the City Council unanimously passed a resolution in support of the workers of Sharp Healthcare as they fight for better pay and working conditions. Workers must have the right and the opportunity to discuss their futures without harassment or undue pressure, and I stand in solidarity with the Sharp Healthcare workers who have chosen to unionize and bargain for their pay and working conditions. Thank you to the members of SEIU United Healthcare Workers West and LiUNA Local 89 for showing up and supporting the Sharp Healthcare workers.

Pure Water San Diego Night Work Update

  • Starting on Saturday, July 7, crews began night work to install pipelines within the Clairemont Drive and Balboa Avenue intersections. The work is being performed at night to minimize traffic impacts, and will last approximately ten days. Crews are working between 9pm and 5am. Detours are in place during working hours, and during non-working hours, all lanes of traffic are open through the intersection.

Bridge to Home Round 4 Funding Announced for Affordable Housing Projects

  • On July 11th, Mayor Gloria announced round 4 of the Bridge to Home Initiative, with $20 million in additional funding that will help create more than 400 affordable homes in San Diego. The first three rounds of Bridge to Home funding have supported the creation of a total of 1,384 new affordable homes, many of which included wraparound services for people transitioning out of homelessness. The announcement took place in Clairemont, where three affordable housing projects are currently being built with a fourth planned in the near future. Thank you to Mayor Gloria for your commitment to building more affordable housing for San Diegans!
