Dear District 2 residents,

 

Yesterday, at the Community & Neighborhood Services Committee meeting, the Committee received a presentation from the City Treasurer's Office and the Building and Land Use Enforcement (BLUE) Department on the progress of the City's Short Term Vacation Rental (STVR) Ordinance. I would like to thank our City staff for their hard work on this issue, and the members of the public for their participation in the meeting as well.

 

Since my first day in office, I have fought to move regulations forward to halt the explosion of STVRs and create a framework where hosts know what rules to follow, and renters and residents can expect strict enforcement of those rules. Parties on all sides of this issue have forged a compromise that created a real, enforceable ordinance to monitor and cite STVR hosts and their guests if rules are broken.

 

San Diego's Short-Term Vacation Rental Ordinance has proven to be a success, balancing the needs of residents, tourists, and property owners. The ordinance, which requires permits for rentals, has reduces neighborhood disruptions and preserved housing availability for long-term residents. While we cannot ban short-term vacation rentals due to legal constraints, the ordinance has successfully cut the number of short-term rentals in half. The program also generates over $55 million in Transient Occupancy Tax (TOT) revenue, which funds enforcement and community programs.

 

I have heard from many residents regarding what is working and what is not. My office has worked closely with the appropriate departments to address many of these issues and will continue to do so. Now that we have completed our first year, we will continue to improve and refine this ordinance to maximize its effectiveness. This year marks the 50th anniversary of the San Diego Pride Parade. The theme of this year's Pride Parade, "Making History Now," reminds us of how far the LGBTQ+ community has come in our fight for equal rights, and how much work there still is to do to protect those rights. I am proud to celebrate with San Diego's LGBTQ+ community and to recognize all the history we have shared over the last 50 years of San Diego Pride!

 

Deputy Fire Chief Robert Logan II Appointed as Next Fire-Rescue Chief

  • On July 15th, the City Council voted to confirm Deputy Fire Chief Robert Logan II as our next Fire-Rescue Chief. Chief Logan was born and raised in San Diego, and began his work with the San Diego Fire-Rescue Department in 1999, where he has held various positions from Firefighter to Captain to Battalion Chief and now Deputy Fire Chief. Congratulations to Chief Logan, and I wish him all the best as he steps into his new role as Chief!
 

Sidewalk Vending Permit Fee Remains $38

  • On July 16th, the City Council voted to maintain the annual cost of the Sidewalk Vendor Permit at $38. The Sidewalk Vending Ordinance requires that all individuals who participate in sidewalk vending to possess a City issued permit and photo ID. In an effort to reduce the barrier to entry for people wishing to lawfully participate in sidewalk vending, the fee was set at $38 with a periodic review by the City Council to determine if that amount is still appropriate.
 

1-Cent Sales Tax Measure

  • On July 22nd, the City Council voted to place an initiative on the ballot this November that would establish a 1-cent general purposes Transactions and Use (Sales) Tax to invest in much-needed upgrades to our infrastructure and community services. This money would go straight into the City's General Fund, which supports nearly three-quarters of our annual budget, to invest in the matters residents care about most, like their streets and streetlights, public safety departments, and library and community services.
 

Blueprint SD General Plan Update

  • On July 23rd, the City Council approved Blueprint SD, which makes updates to the City's General Plan as we look toward our growth in the future. Blueprint SD places a renewed focus on meeting our climate change goals and adding jobs and housing near transit where they are most needed. I want to thank our City Planning Department, and Director Heidi Vonblum, for their hard work at bringing forward these updates and thinking critically about our City's future.
 

San Diego's 255th Birthday

  • July 16th marked 255 years since the City of San Diego was founded, serving as a beacon of rich history, diverse culture, and enduring community spirit. The Whaley House, an iconic landmark in Old Town San Diego, provided a fitting venue for this momentous celebration. Thank you to the Old Town Chamber of Commerce for inviting me to join in recognizing this historic day!
 

Old Town Mini Cleanup

  • On July 16th, staff from the Environmental Services Department completed a mini trash pickup event for residents of Old Town. They collected 0.47 tons of recyclable waste and 4.46 tons of non-recyclable waste for a total of 4.93 tons. Thank you to our Environmental Services team for their hard work to serve the residents of District 2!
 

Midway Rising Public Meeting NEW DATE - August 7

City of San Diego Trash Study

  • The City of San Diego is seeking your input on potential new trash and recycling collection services and fees for single-family homes. Please complete the questionnaire and tell us what you think by clicking the button below. Additionally, an open house meeting will be held in District 2 on Monday, August 26th at the Point Loma/Hervey Library from 5:30pm to 7pm, and virtually on Saturday, August 24th from 10am to 11:30am.
